Regulations on Reviewing Scientific Articles

Considered and recommended for execution
by the Editorial Board of
“The Review of Economy, the Law and Sociology”
May, 2016


1. The article is accepted for consideration only on condition that it meets the requirements for the original author's articles (materials).

2. The editors review all received materials corresponding to the stated topics of the journal, with the aim of their expert evaluation.

3. One copy of the article carefully proofread and signed by the author (co-authors), information about the author/s (Appendix 1), annotation in Russian and English, key words in Russian and English and an electronic version of all documents on an electronic medium or by email: vestnik_eps@mail.ru .

4. The article is registered by the secretary in the journal of registration of articles indicating the date of receipt, title, full name of the author/s, place of work of the author/s. The article is assigned an individual registration number.

5. The chief editor (Deputy chief editor) sends the article for review to the member of the editorial board in charge of the relevant direction/scientific discipline. In the absence of a member of the editorial board or the receipt of an article from a member of the editorial board, the editor-in-chief sends the article for review to external reviewers.

6. All reviewers must be recognized experts on the subject of peer-reviewed materials and have publications on the subject of the reviewed article within the last 3 years.

7. Each scientific article must have a review by a specialist of the corresponding scientific profile, who has a doctor's degree or a candidate of sciences.

8. The review of articles submitted for publication in the journal is double–blind, that is, the author does not know the reviewer, the reviewer is the author of the article.

9. The reviewer must review the submitted article within three weeks from the date of receipt and send to the editorial office (by e-mail, mail) a reasoned refusal to review or a review.

10. The editorial board recommends using a standard form when reviewing. The reviewer may recommend the article for publication; recommend it for publication after revision, taking into account comments; not recommend the article for publication. If the reviewer recommends the article for publication after revision, taking into account comments, or does not recommend the article for publication, the reasons for such a decision should be indicated in the review.

11. After receiving the reviews, the issue of the received articles is considered at the next meeting of the editorial board and a final decision is made based on the evaluation of the review on the publication or refusal to publish the articles. Based on the decision made, the author/s is sent a letter of a copy of the reviews or a reasoned refusal (the letter gives an overall assessment of the article, if the article can be published after revision / taking into account comments – recommendations are given for revision / removal of comments, if the article is not accepted for publication – the reasons for such a decision are indicated).

If the author of the article disagrees with the reviewer's comments, he can contact the responsible editor and argue his disagreement. The decision on the publication of the article, the change of the reviewer, the involvement of an additional reviewer is made by the editorial board of the relevant subject series.

12. If there are sufficient grounds for this, articles may be sent for additional review.

13. The article sent by the author to the editorial office after the elimination of comments is considered in the general order.

14. Involvement of external reviewers is possible in the following cases: when there is no member of the editorial board supervising a certain direction, scientific discipline; a member of the editorial board is unable to prepare a review; the editorial board does not agree with the opinion expressed in the review; an article is received from a member of the editorial board. At the next meeting of the editorial board, a decision is made to apply for a review to a scientist who has scientific papers on the issues stated in the article. On behalf of the editorial board, a letter is sent to such a scientist with a request for review. The article and the recommended review form are attached to the letter.

15. Reviews are kept in the publishing house and in the editorial office of the publication for 5 years and upon receipt of a request to the editorial office of the publication sends copies of reviews to the Ministry of Education and Science of the Russian Federation.
